Advisory to All Balik-Manggagawa
Effective 30 June 2021, POEA will launch a new system for our Balik-Manggagawa. It will be known as POEA Online Processing System for Balik-Manggagawa or POPS-BaM.
Get your Overseas Employment Certificate (OEC) or Exemption Online.
How to use this Online System:
- For New User, register in the system using your personal email account and click the Sign Me Up button. Open your email account to click the confirmation link.
- Log-in as Already Registered user. Enter your last issued OEC number. If no record found, set an Online Appointment.
- If record is found, update your Personal Data, Contract Particulars, and Beneficiaries, as needed.
- Click Acquire OEC or Exemption for online assessment. Enter flight date and confirm if returning to the same employer and jobsite.
- If returning to the same employer and jobsite, the system will display a confirmation message indicating that you are exempted from securing the OEC and payment of processing fee.
- If not, you will be redirected to the Appointment Page. Select your preferred POEA office and schedule for processing of OEC and payment.

ACCEPTANCE OF TERMS
Welcome to the POEA Balik-Manggagawa (BM) Online Processing System. In the interest of providing you better service, we are glad to announce the availability of BM Online Processing System. Your use of this system means that you agree with the terms and conditions as defined below. We may update or modify the TOS in our sole discretion from time to time without notice to you and that your continued use of the Service after such modification will constitute your acceptance.
DEFINITION OF TERMS
“BMOPS” refers to POEA Balik-Manggagawa Online Processing System
“Overseas Filipino Worker or Migrant Worker” refers to a person who is to be engaged, is engaged, or has been engaged in a remunerated activity in a state of which he or she is not a citizen or on board a vessel navigating the foreign seas other than a government ship used for military or non-commercial purposes, or on an installation located offshore or on the high seas. A “person to be engaged in a remunerated activity” refers to an applicant worker who has been promised or assured employment overseas.
“eOEC” refers to the Electronic Overseas Employment Certificate generated from the use of the BMOPS which will serve as the travel exit clearance and tax and terminal fee exemption certificate.
“Rehires or Balik-Manggagawa” refer to landbased workers who renewed their employment contracts with the same principal.
“Principal” refers to an employer or foreign placement agency hiring or engaging Filipino workers for overseas employment through a licensed private recruitment/manning agency.
“Private Recruitment Employment Agency” refers to any person, partnership or corporation duly licensed by the Secretary of Labor and Employment to engage in the recruitment and placement of workers for overseas employment for a fee which is charged, directly or indirectly, from the workers or employers or both.
" Third Party" means any third party to which you provide access to your account or for which you use the Service to collect information on the third party's behalf.
DESCRIPTION OF SERVICE
The aim of this Service is to expedite the processing of BM workers who wish to return to their country-of-work.
Who may avail of the BM Online Processing Service?
Workers who were on vacation, rehired and returning to the same employer with existing record in the POEA database
Should have a previously issued OEC/E-Receipt under the same employer/principal.
BM workers who do not meet the above criteria will be directed to the APPOINTMENT PAGE for regular processing of the OECs on their appointment date and time.
Once signed-up, you may gain access to the online processing, payment and issuance of eOEC without the hassle of having to fall in line or getting a number and wait for your turn.
PRIVACY
The information that can be gathered in this site will be treated as highly confidential. The POEA may use your contact information in order to send e-mail or other communications regarding your eOEC or updates about this service. We may also use your data for deployment statistics, summaries, research and studies for development of new markets and standards.
SECURITY POLICY
Security Systems
POEA deploys intrusion detection systems, firewalls, encryption systems such as 256-bit Secure Sockets Layer (SSL) and other internal controls which are meant to safeguard, physically and logically, all our servers and information systems, including the data stored in these systems. Furthermore, it has an in house Databank and Network Management Division that secures the maintenance of the whole facility.
Website Authentication
BM Online System is secure, Digital Certificates is installed and running. The browser address bar is Green authenticates that surfing on this site is secured.
BMOPS transactions will generate a corresponding email which will be sent to BM OFWs personal email address. POEA encourages BM OFWs to continually check and verify their email to assure that all BMOPS transactions are in order.
Password Protection
All BM OFW visiting the BMOPS pass through the Log-in authentication process. It is advised to keep password confidential at all times by not writing or divulging it to anyone. Change password frequently, or change it immediately once password has been compromised. The system has a lock-out policy for accounts that reached the maximum failed attempts.
AVAILABILITY OF SERVICE
While BM Online is available twenty-four (24) hours a day, (7) days a week, service may not be available at certain times due to designated service periods, maintenance, computer, telecommunication, electrical or network failure and/or any other reasons beyond the control of POEA.
REGISTRATION OBLIGATIONS
In consideration of your use of this Service, you agree to: (a) provide true and complete information about yourself as prompted in the Information Sheet Form and (b) maintain and promptly update the work information to keep it true and complete.
Registrants agree not to use this Service for any of the following purposes which are expressly prohibited:
Posting incomplete, untrue or inaccurate information
Deleting or revising any information posted by any other person or entity
Disclosing to or sharing own password with any third parties or using own password for any unauthorized purpose.
Printing, downloading, duplicating or copying and using any personally identifiable information about other users.
Impersonate any person or entity or falsely state or otherwise misrepresent your affiliation with a person or entity.
Violating or attempting to violate the security of this site, including accessing data not intended for them or logging into a server or account which they are not authorized to access, probe or test the vulnerability of a system or network, attempting to interfere with service to any user, host or network. Violations of this security may result in civil or criminal liability.
Using this site in order to transmit, distribute or store material in violation of any applicable law or regulation, or in any manner that will infringe the copyright.
Using any device, software or routine to interfere or attempt to interfere with the proper working of any activity being conducted on this site.
8. PASSWORD USAGE
You will have to complete the sign-up form in order to create your own User ID and Password. The email address you will provide will also serve as your User ID. You are responsible for maintaining the confidentiality of the password and account, and are fully responsible for all activities that occur under your password or account. You agree to (a) immediately notify the POEA of any unauthorized use of your Password or account or any other breach of security, and (b) ensure that you exit from your account at the end of each session.
It is your responsibility to ensure that only you have access to your information by keeping your User ID and Password secured. As such, you subscribe to following:
1. I agree not to let anyone know of my Password.
2. I agree to assume full responsibility for all transactions made in my accounts through the use of my User ID and Password. It is understood that the Password is known only to me and as such, any transaction effected using my Password shall be conversely presumed to be done by me or authorized by me.
3. I further agree to undertake to change my Password from time to time as I deem necessary and should I feel that my Password has been compromised, I shall immediately change my Password through the BM Online Change Password Facility.
9. DISCLAIMER OF WARRANTIES
Registrants acknowledge and agree that they are solely responsible for the content of and accuracy of the information placed by them in this site. The POEA does not represent or guarantee the truthfulness, accuracy or reliability of any information posted by the registrants. The POEA however reserves the right to the following:
Request the applicants to submit the hardcopy of POEA registration requirements in order to verify the authenticity of the posted information in case the applicants are pre-qualified by the POEA for overseas employment;
Remove any information which is abusive, illegal or disruptive. (paragraph previously under Registration Obligations)
The POEA does not warrant that this site will operate error-free or that its server is free of computer viruses or other harmful mechanisms. The web site content are provided on an "AS-IS" basis without any warranties of any kind. POEA, to the fullest extent permitted by law, disclaims all warranties, whether express or implied, including the warranty of merchantability, fitness for particular purpose and non-infringement. POEA makes no warranties about the accuracy, reliability, completeness, or timeliness of the web site content, services, software, text, graphics, and links. You acknowledge and agree that POEA may preserve Content and may also disclose Content if required to do so by law or in the good faith belief that such preservation or disclosure is reasonably necessary to: (a) comply with legal process; (b) enforce the Terms and Conditions; (c) respond to claims that any Content violates the rights of third-parties; or (d) protect the rights, property, or personal safety of the POEA, its users, and the public.
10. VIOLATIONS
In case of any fraudulent, misdeclaration of the applicant in the use of these Service, the POEA may expel the applicant and prevent his/her further access to the POEA’s s site, at any time for breaching the terms and conditions of this Service or for violating the applicable laws.
